Uniksystem has launched three new modules in the UnikPeople ESS portal that, together, cover the main legal obligations of human resources management in the Portuguese Public Administration: performance evaluation (SIADAP), pay transparency (EU Directive 2023/970), and SIOE reporting.

Three Obligations, One Integrated Platform

SIADAP — Performance Evaluation: The new SIADAP regime, reformulated by Decree-Law No. 12/2024, introduced annual cycles and new differentiation quotas (30% Good, 30% Very Good, 10% Excellent). The UnikPeople module covers the SIADAP 1, 2, and 3 subsystems, allowing for objective setting, continuous monitoring, and automatic quota calculation, with the generation of legal documents featuring electronic signatures.

Pay Transparency — EU Directive: With a transposition deadline of June 7, 2026, Directive 2023/970 requires rigorous audits. Portugal has a gender pay gap of 14%, and our Pay Equity Analytics module automates the mapping of “work of equal value" functions, issuing automatic alerts when the gap exceeds 5%.

SIOE — State Reporting: Ordinance No. 172/2025/1 mandates periodic data reporting to DGAEP. Non-compliance can lead to a 10% budget retention. The UnikPeople module automates data consolidation and the generation of files in the official format, reducing processing time by 73%.

Efficiency and Compliance Without Manual Errors

All three modules share the same database. This means that information recorded for SIADAP evaluation automatically feeds the pay transparency audit and SIOE reporting, eliminating manual reconciliation and the risk of data inconsistencies between departments.
